It's really important you mention in your FAQs or Terms of Service re cash withdrawals that a transaction fee will be deducted by PayPal and that these, and any exchange rate loss, are at the receivers cost.

Hello,
Well, if you send 1$ to somebody (for example) he will receive 1$ from you, paypal will deduct fees from his money, not from yours (user already know that, they accepted Paypal TOS when they joined on paypal). But, there is a possibility to avoid these fees, when you pay any from your users, you can send payment as a gift and Paypal doesn't deduct any fee from transaction.

yes in theory everyone should know that fees will be deducted. i am used to it, i wasn't expecting for them to have so big impact when it is low amounts.
