The current traffic exchange (popup mode) has an exploit by which.

Some users have plenty of tabs of the surf page open and are earning insane amount of coins.
they are still viewing the sites but users don't want 50 views from the same person at once.

So I have made a fix for this.

This is no bug. The users get coins for how many sites they view, if they want to view 50 at once then why not give them that many coins?

It will reduce the quality of the visits as most of the people don't have enough bandwidth to load 50 sites all together within 30 seconds or so and hence the visits from them would be useless.

As @Hostpro already told you, this is not a bug. Doesn't matter how many times surf popup is opened. Coins are added just once for every websites and also, if the same person see the same website more times (will receive coins just once), will be better for user, because will be more than just website hits, he will have more pageviews and will increase traffic quality.
