the banner system will have to options
1-cost by date/time
2-cost by click
to be able get number 2 then the member should be a VIP member.i think this is better than to not showing this banner to VIP to enforce the member to upgrading

Banners are no longer shown to vip.
Banner being cost by click will encourage fake clicks.
Exactly as what Preston said. The current one is fine. If you do this on Adsense, you will get banned.
Ads are not supposed to be encouraged to be clicked, if user feels he/she finds interest in, he/she will click it.

Complete opposite, you're supposed to display your ads in such a way to encourage as many clicks as possible.
Perhaps let me rephrase, ads are not supposed to be encouraged by forceful means to be clicked.
It was obvious as it was a statement added to a continuing argument.

well,this mean something working like surf module but the benefit is only for vip member.so only member can get coins by clicking.also the banner advertiser can order by how many click and etc.so the this conversion is base on advertiser.
