System takes 1 point as fee so that points doesn't become worthless by time.

Do you mean daily bonus? If yes, go to Setting > General Settings and change Max CPC (vip users)/Daily Bonus (free users).

one more question, i want editing 3 top users change 10 top users.
and edit timer one day to one week?
and then, iam want show all users.
on page 10 users update, when user click view all, all users showing.
