When you ban a domain, can someone still buy banner ads for that domain?

Yes, can buy banner ads for that domain. As long as banners are paid using funds from account balance, I don't think to be a problem that.

ok, still reasonable...

I don't think it is ok if I ban a site what maybe takes advatage of my site and he is still be able to submitt Banners for the banned site... OK, i can check out his site and revoke the payment, but it would be a lot better if the Banner URL is checked before the banner can be submitted or the payment is done...

This just saves some time for checking Banners and refund payments...
