First question: Can not set up paypal so that you enter the amount to withdraw and send it to a page paypal and money he sent automatically?
Second question: In the admin panel section in the bank - a request for payment to confirm payment for the user, but from my paypal account my rage and nothing but the admin panel writes that sent me.

Hello,
Money are not sent automatically and will never be (security reasons). You have to check his request, after that if is everything ok, you have to send money manually to that user and finally you have to mark request as "Paid" (you have to click on "Accept").
