i want to have that member who want registrate must first accept the Terms.

Add this code to your registration page just above the radio button for the newsletter - it links to the FAQs but if you have a separate terms page change the href URL

Do you mean like MyBB's registration page where it makes you click I agree to the terms before it even shows you the registration page?
