question about see the links?

i am not sure but how does it work.

if someone is from germany and he will give facebook likes...did he see all facebook pages? or did he see only the german pages from german members?

if i had a france member did he see only the links from france members and can only give them a like? or did he see all?

Everyone can can see every page unless the owner selects clicks from just one country.
