How to insert PayPal Tax

Hi,
in which mode i can add the PayPal tax during the add funds process? For example the 3,4% ?
I know which i have to modify the add_cash.php into the system->payments->paypal, but i don't know what i have to add.
I want create the option in the admin panel for set the paypal tax and add this into the system.

Any help or idea?

You need to do that on Paypal, country by country.

I want simply the option added in mysql for add a fee in percentual during the add funds process.
It's very important because paypal detract 3,4% of added funds.
