If email verification is disabled, email is automatically confirmed on signup, so nothing happens in this case, will be just a empty page. To delete a member but keep the count is "cheating". If member is deleted, is normal that count to be decreased, you can't keep both. Decide if you keep inactive member or sacrifice him and decrease the count. We don't encourage this kind of tricks, you will lose more users when they will see that those stats are just lies.
