Hello,
Have you made any changes (changed primary email, account type, etc)? Make sure that you have business account, Also make sure that you're using your primary PayPal email, because Paypal IPN has been improved in version v2.0.0 and works better.
If you do not make any changes, just called paypal, problem is in ipn servers
