1. How can I change it?
I want to set maximal 3 accounts per IP.
2. Is this script legal for Facebook?
Every time when I share url of my site on facebook, i must confirm the security check. Also when someone click on link he gets this

Hello,
1) Disable "1 account per IP" protection, is useless to allow 3 accounts.
2) Facebook marked your domain as spam, we don't have how to help you about that.

That's because you've been spamming your link all around Facebook, not because this script is blocked.
