You already know where is the problem and as I have already told you, I can't help you with that. Your IP is blacklisted by twitter (twitter api returns error), so you have to change your webhost (we recommend to use an dedicated IP for your website, because on shared hosting are many users on the same IP, if these users use twitter API, this IP risk to be blacklisted faster).
